LEAP can help to save you money AND keep your home warm and cosy.
LEAP offers a free of charge energy advice service. Our friendly Energy Advisors can:
- offer simple energy and money saving advice via telephone
- install free simple energy saving measures such as LED light bulbs and draught-proofing during a LEAP follow up home visit
- check if you’re on the best energy tariff via our dedicated energy switching service
- arrange a free money advice consultation
- help you find funding for further energy-saving home improvements.
The eligibility requirements of LEAP are designed to target households that either are already in, or are at risk of falling into fuel poverty. It is open to all types of householders – homeowners, private renters and social housing tenants.

How LEAP works
If you have been struggling to pay your energy bills, please don’t think you’re alone. According to the official Committee on Fuel Poverty, over 10% of households in England are in fuel poverty. ‘Fuel poverty’ is defined as a situation where someone who is on a relatively low income lives in a house that cannot be kept warm at a reasonable cost.
It can be caused by a mixture of high energy prices, low incomes, and energy-inefficient homes. Fuel poverty can have life-changing effects on households, with the stress of debt, for example, creating social isolation and even illness.
LEAP has a wide network of referral organisations who will refer anyone who is in (or at risk of falling into) fuel poverty. Referral organisations could, for example, include your local food bank, Citizens Advice, health clinic, your rent or housing officer or local authority contact. Or, you can self-refer by calling our freephone number or applying here online.
Energy Advice Service After we’ve received your referral, a member of our highly trained energy advisor team will contact you to discuss your situation. We will offer you tailored advice and support based on your needs, including any onwards referrals or referral for a follow-up home visit when suitable.
Onward Referrals We will identify and refer you for further support where required. This includes referrals for income, benefits and debt advice from IncomeMax, plus assistance with applying for the Warm Home Discount and the Priority Services Register (if eligible).
After the call Following your energy advice call, we will send you a summary of the energy advice discussed with your advisor and a reminder of any onward referrals made.
Follow-up home visit If identified during your energy assessment call, our advisors can refer you for a free follow-up home visit from one of our highly trained home energy advisors. Our home energy advisors can install free simple energy saving measures into your home, identify and refer for any heating or insulation requirements and also refer you if they identify a fire safety or hazard in your home.

Eligibility
LEAP has some very broad eligibility requirements. We want to be able to help as many people as we can by extending the service to anyone that either is already in, or is at risk of falling into fuel poverty. It is open to all types of householders – homeowners, private renters and social housing tenants. You only need to qualify on one of the points in any of the three categories below in order to be eligible for the scheme.
Why we need to collect evidence of eligibility We need to record the reason why each applicant is eligible, and sometimes we will need them to provide some evidence of their eligibility. This is to meet the requirements of the funding rules. Permission to collect and store any personal information will be carefully collected at every stage. Making the process as simple as possible Whether you are referring someone to LEAP or applying for yourself, you will need to provide our LEAP team with some very straightforward information. This will be quickly followed up with a telephone call to make the appointment.
If you are referring somebody else, any information you can provide about why you think the person you are referring should be entitled to help from LEAP will make the process much simpler. Please note we will take all of your recommendations into consideration.
